Inductors are better.  However, you must decide whether its worth
spending the extra time to handwind 20 inductors (10-stage marx
generator), or if you can tolerate reduced performance and losses.

For most small marx generators, resistors work fine and the added time
to wind your own inductors isn't necessary.
