You might want to look at using a good commercial designed divider designed
for color television h.v. power supplies.  You might start with the Phillips
Sylvania general replacement, Hi-Div-1, 240 megohms tapped at 40 megohms,
rated at 35 kv (you might want to use more than one).  Last price I have is
about $11.00 USA.

They offer several different HV divider modules with varying values, the one
I show above is the most expensive.

They are readily available.
