Tesla commented on the difference himself in some reference I can't
remember.
The arc is a hot, drawn blast of plasma from a high voltage source which
finds a return path (ground, minus, etc.). A streamer is a spark which
dissapates its energy in air without a return path. In general a
streamer is a much weaker inteity than an arc. (streamers can be white).
