tap-changing under load



Perhaps not all distribution circuits, but at least the longer ones have
distribution transformers with tap-changing under load.  You can hear them go
chug - chug- chug when the are actuated in response to a voltage change on
the circuit.  These changes come about because of quite drastic changes in
loading  from on-peak hours to off peak hours.  In the south where there are
heavy air-conditioning loads, a hot day will get them working.  Wallace
