        IF the transformer were wound with the secondary as two
overlaid (overlain) windings instead of two separate windings of
same diameter, the outer winding could easily have significantly
more resistance due to the greater wire length for the same 
number of turns.  Of course, the more likely explanation is a
partial short in one side, but:
        IF IT WORKS DON'T KNOCK IT!
