David,

With a heavily insulated wire (20 KV test lead or neon sign HV wire)
connect one end to the transformer case (which  is also the center-tap
of the HV windings), and see if you can pull equally hot, fiery arcs to
each output high voltage terminal. If so, you've got a good one!
