Hello, 

"Does the 25 W  3 K resistor seem to heat up very much during operation? 
 Enough to pose any fire hazard?
 
 I've used some 100 W. 500 Ohm resistors also wound like a parasitic
 choke with about 40 turns of #16 AWG.

I have used 1500 Ohm -at- 50 Watt resisters in series with the HV legg of
my 15kV-at-120mA neon with good results, but they do get hot. Hot enough to
melt LDPE, to hot to touch. Fire danger? Not as long as you use common
sence. I place a sheet of mica under them.
