Malcolm,
   In Tesla's patent for the Magnifying Transmitter (pat. no. 1,119,732), he
warns not to exceed a break rate of about 4000 BPS or a plasma fire could
break out.  I have read somewhere that this transmitter (or his Colo. Spgs
unit anyway) operated at  about 173 kHz.    This is only a guess, but it
sounds like exceeding 4000 BPS would cause the the waveform to overlap the
tail end of the previous wave, causing constructive/destructive interference
on the output.  Could this be the cause for a plasma ball to be formed?
