Barry,

It is interesting that you used the marx generator to re-create the
effect of the TC you saw.   Maybe the original TC was running at
a sub-multiple of 60Hz, this very low break-rate could have caused
the streamers to grow slowly, and given the whip-like sound?

Just a thought.
