I believe all you have to do is license every frequency that your device
transmits on.  That's how they work the system.  Otherwise , you're
interference,  and that's bad.
Simply said, don't bother them and they won't bother you, they don't have
the resources to dig up every tesla coil owner and lamp dimmer owner out
there.
