  The primary spark gap should be placed
acrossed the transformer secondary, when the
main gap fires it will then place a near short
acrossed the drive transformer secondary.
 During the time the primary tank is ringing
very high RF voltage is present acrossed the
primary capacitor, this voltage could be say, 10-15,000
volts while the drop acrossed the gap may be a couple
hundred volts or less. No safety gaps acrossed the primary 
cap.
