Chris,
As a certifiable gun nut paranoid, I have no doubt that just a few well 
publicized electrocutions will make it impossible to buy so much as 
electrical tape without a license.
The fundamental principle of safety is never ever trust your life, or that of 
others, to artificial safety devices that allow you to relax your own safety 
habits. Every HV capacitor is loaded
until leaked-off thru a safety resistor. Keep HV capacitors shorted and treat 
every wire
as a live wire until the plug and fuses are in your pocket. Sorry to sound so 
strident but
the nanny state is watching; one or two stupid accidents and we are all 
grounded.
