Hi Robert,
               Are you using 110V or 240V neons.  If you're using 240V 
primary neons the answer then, yes it will reduce the current draw - 
unfortunately it will also reduce the power.  You'll get half the rated 
output voltage of the nsts at twice the current.  For example if you were 
using a pair of 6kV 60ma nsts they will each give 3kV 60ma so you'll get 3kV 
120ma in total - but why would you want to halve the power anyway?  If you're 
trying to save cash on a pfc cap you should know : You don't actually need a 
pfc cap - it just improves efficiency.
If you're using 110V primary neons then it will work fine but the higher 
voltage pfc cap will probably cost more than the larger lower voltage cap.
