There isn't enough to it to even make plans.

Fill a glass bottle with saltwater with one inch of space at the top 
and fill that space with oil of your choice.  Stick a bolt through a lid
(of your choice) through the oil into the water.

Wrap bottle with foil (of your choice) very tightly, leaving two inches
between the lid and the top of the foil.

Expect .0007uF for each 12oz beer bottle.
