Doug,

Yes, too much air can prevent the gaps from firing steadily and
smoothly.  The air-flow should be adjusted for best streamers, and
smoothest operation.  A way to avoid the need for a dimmer
or variac is by using a moveable baffle plate that directs some of
the air away from the gaps.  It may be more trouble to build such
a setup however.
