Secondary is throwing small streamers off the top two wraps - help?

Greetings Again,

Uh oh  the top two windings of my secondary started spraying 4" arcs
out off it all around.  

Do you have any idea why that might be occuring?

John mentioned that my toroid might be to high off of the secondary.
It is about 8" above it.

Any other thoughts would be very appreciated?
