Michael,
   First,  you should be able to pick up the plastic at most hardware stores, 
but if not, you could try McMaster-Carr (they do have a website-the address 
is www.mcmaster-carr-dot-com).  They have reasonable prices and fast delivery.   
Personally, I use acrylic rather than lexan, but this is because it is 
readily available at work(I can also order just about anything I can think of 
through work).  
    Second,  I think all of your thoughts on the primary design are valid, 
with the possible exception of the primary inside the secondary.  I 
understand that this was good for Greg's very large coil, but I can't see it 
being very easy to build one for a 10 inch or smaller diameter secondary.   
It seems to me that the turns would be too close together and the 
clearance(or lack of) between the primary and secondary could lead to 
problems of carbon tracking your secondary form.  This is just my thought on 
this, so don't let me talk you out of it if you really wish to try it.  
    I  want to build a primary whose profile looks like an hour glass shape.  
I thought this would present the least voltage stress between the primary and 
secondary for a center-tapped power supply as it would put a near zero 
voltage at the point closest to the secondary.  Maybe worth trying.
