Maxwell caps on Ebay BEWARE!

I got seriously scammed on some Maxwell caps on Ebay, from user "irocusa".
The auction pictured a "brand new" still-in-the bag maxwell pulse cap. I
bid $260. I was connected by irocusa (Rich Gapski), who told me he had
"more caps *exactly* like this one" that he would sell me at the same price.

I bought 3 of his caps, yet when they arrived, only one was in a bag, but it
had been resealed (i.e. not new). The other two were clearly removed from
service, used, absolutely filthy, and with things glued to them with hot
melt! They are not what I paid for.

This by itself may not sound so bad, but it's only half the story. I
contacted Mr. Gapski to offer a compromise on the used units, and this is
when things got ugly. I offered to swap them for new units (which he still
had, and later sold on ebay). He refused. I offered to simply return the
used caps. He refused. I asked for a partial refund... again, refused, and
this time he left me negative feedback, claiming I annoyed him with this
request.

I left him negative feedback as well, in the form of this URL (complete
description of the transaction):

Moral of this story- don't buy from IROCUSA, unless you want to play
capacitor roulette, and get stuck with something that might not even still
work. If you've already bought from this person, and are in any way
unsatisfied, I would appreciate your comments for my small claims
submission.

Thanks,
