Basic Impulse Level.. Refers to the max impulse voltage the device will
stand before flashing over to the case (typically).  The impulse is a
"standard" lightning impulse with a fast rise time and a slow fall (2 uSec
rise (10%-90%), 50 uSec fall to 50%)
