Mini TC's tend to put out very small streamers, and produce piles of ozone
(see 'need ozone' posts). The toroid is usually not large enough to produce
a decent capacitance and the coil is usually to small to induce enought
voltage in. Also, too much power will cause sparks to run over the
secondary, melting the whole thing. Build with care and only operate it off
a low power trannie.
