The device you have your hand on is a HV (not more than 115kv but probably
69Kv) circuit breaker. In normal operation the tank is filled with oil. The
two bushings (insulators) bring the leads down into the tank were the
contacts are. The only thing of value in these is perhaps some high quality
wood and/or phenolic material, and a lot of carbon mixed with oil resisdue.
