The difference won't be much and there is probably an equal chance of 
the residual being an unfavourable polarity. Calculate cap energy at 
10kV. Now calculate it at 70V (being a typical gap extinguishing 
figure). If you like, be generous and calculate it at a couple of kV. 
Remember, cap energy is proportional to V^2 and it is energy that you 
are filling the cap with.
