Bill,

The un-wanted self-braking can be reduced by using the
smallest possible value for the phase shift capacitor, which
still permits a full range of phase control without loss of
sync-lock.  Another option may be to disconnect one lead of
the phase cap using a switch before shutting down the circuit.
This could perhaps be made automatic by using a relay.
