Hi Robert, 

Don't lose hope ,If every thing is wired correctly first try tapping out to 
your'e last turn of the primary. After looking at the specs you provided the 
cap you are using may be too small. Usually a single bottle cap is only good 
for a few nf (nanofarads) you will 
problably need more like .005 uf  (microfarads).minimum to reach any 
resonance in 
the coil. Try making some more caps adding one at a time,if you can find a DMM 
with a cap function measure the bottles individually then together to get an 
idea of where you stand with the capacitance.
