Most ABS pipe (the black stuff) is so-called DWV (Drain, Waste, Vent) and
has a few strikes against it for TC use:

1) It's black. Black usually means carbon is the pigment (it's cheap and UV
resistant), and carbon is a conductor (a poor one, but nonetheless, good
enough to conduct significantly, especially if it has a few hundred kV
across it).

2) It's foam core (look for the word "cellular" on the stamped stuff on the
pipe) to make it cheaper and lighter. Foams are really bad insulators.  Not
only is it not as good as either pure ABS, but it's actually worse than
plain air.  The bubbles cause field concentrations, leading to breakdown at
lower overall fields.
