better ballast

i was thinking last night that some of you use a MOV with the secondary
shorted as a pig ballast. that allows the pig to run at the full rated
amperage of the mov. (i think im right so far). what happens if the
secondary is not shorted? reason i was asking cuz i was thinking thatyou
might be able to control the ballast by putting  resistive loads on the
secondary instead of flat out shortuing it. maybe a wire wound resistor of
different values. just a thought
