You might want to try a simple two electrode gap.  My 15W coil is very
happy with two half inch phosphor bronze balls as the gap, but not so
happy with a five 1,5 inch diameter brass plate mini-multi-plate
"quenched" gap.  I assume the extra losses in the multi-plate gap are
not compensated for by better quenching because the power is so low
that quenching is good with two electrodes anyway; the extra losses
are very significant on this scale too, whereas they wouldn't be at
500W.  Gap separation appears really really critical, but I think
that's a function of the induction coil dynamics rather than the low
power.  YMMV as always.
