That is a pretty tough transformer you've got there. It is usually used with
a saturable reactor to control the current it draws. Such a transformer is
used during the manufacture of neon signs to bake out the glass and
electrodes before the final seal. You connect up the elements in the sign
and let them run so hot as to burn a strip of paper on the glass and you're
set.

Do you have any more info on it like manufacturer, markings and such?
