No, fluorescent bulbs contain mercury vapor so they don't give off X-Rays.
And as Terry said most incandescent bulbs are backfilled. If a bulb has a
gas at low pressure, there are enough molecules for electrons to bump into,
and end up making plasma. You will see streamers inside the bulbs. It's when
you don't see any streamers that you should be careful. This is more likely
to occur with some small decorator incandescent bulbs rather than the larger
ones. It is easy to forget how long you are playing around when you get
those beautiful fluorescing effect that I described earlier, and then
discover that you have sore eyes and a 'sunburn' the next day.
