Generally the plastic used for overhead transparencies is mylar - very 
lossy and WILL FAIL (I have made many mylar caps). Oil impregnated 
paper is also lossy, and unless you make heaps of units and wire them 
in series, the puncture voltage is too low for tank circuit use.
