When air is ionized (which a TC does) you have ions (generally
positive charges) and you have free electrons (negative).  The
free electrons can scatter for some distance and accumulate
(charge store) on surfaces.  Perhaps this is what is occurring?

Nitrogen is the predominant gas in air (78.8% ?) and its' characteristic
spectral color when ionized and a plasma produced is in the blue region
thus the characteristic color of a TC streamer.
