	Sparks occur in vacuums.  DIFFERENT sparks, but

	Note that utilities routinely manage miles
	of wire at megavolt and up.  If NASA wished to
	proceed, the know how is out there.  Also: the
	power is NOT free.  Its a drag brake on the
	orbiter...

	I think not.  The effect is DC and NEEDS a longer

	wire.  (There might be advantages to a toroid, for
	other reasons.)
