I know for a fact that "if" your 4 MOT's are in good shape your should be 
operating well above 8 kV - more likely 9 kV+. For reference, a 4 pack 
should give a starting arc of nearly 1 cm. I think your problem is  a 
combination of setup, and primary power correction. The wave form maybe 
quite distorted which is VERY typical with MOT's, so a "PFC" attached to 
primary may be an answer as well. I really can't think of too much else that 
could go wrong, other than your MMC bank..which is highly doubtful.

I also did some searching on the topic of "tank capacitor charging 
mysteries" and came back with several hits. Everyone seems to have problems 
at one time or another. But from my own experience, the power supply 
works...REALLY WELL.
