Yes, but since that individual has had no successful attempts at using the
neon tube supply for a tesla coil then that
person cannot claim any experience with the operation of a neon tube supply
for a tesla coil and with no operational experience, one cannot claim
experience as factual experience, because experience is what it is all about
since experience must be only gained through pure experience of scientific
research and experience which no experience cannot guarantee even the
slightest audience has no experience at all so therefore even a negative
result cannot be used as experience since "negative" result implies a
previous successful experience with the said negative experience which
doesn't mean anything since no experience was gained.



"In my experience it doesn't work."
That is the only legitimate claim a person who has had no success with it
CAN make. If your experience is different, then you can say so, as you
have, but the person who has experienced a negative result has the same
right to say so.
