Hi All,

The translated paper does not appear to be Tesla coil related.  Hopefully, 
the methods of translation will be useful to those seeking to read other 
potentially Tesla coil related foreign language papers in the future.

Since this thread seems to have gotten a number of follow up posts that are 
off-topic, I am killing this thread.
