My pig has a heavy copper strap going to pig ground from the neutral

grounded leg of the pig receive full power if using an inductive balast
on one side of the center tapped 240V, or am I missing something here?

Hi Jim,

You must remove the copper strap ground from the center tap of the LV
side of the pig to the case ground, if your pig is equipped with one of
these. Otherwise your observation would indeed be correct. The center
tapped LV lug is left floating while the 240 volt input is tied into the two
outer LV lugs. Hope this helps.
