Hi Shaun,

Generally speaking, this is a no-no :-( As Matt stated, you may get 
away with it but it also may get you in trouble. Jim Lux's idea with the 
chicken wire counter-poise is probably your best bet for coiling in an
apartment. Another thing that you may need to consider in apart-
ment coiling is that TCs are very loud and unless your walls between
yourself and your neighbor are very acoustically insulated, you will
probably p*ss off your neighbors with the sound levels, even if you 
manage to completely squelch all RF noises. 9 kV -at- 60 mA is
540 vA and that's enough power to make quite a racket in an en-
cosed dwelling.
