Dear jesse,

sorry to disapoint but i dont think it is a capacitor, although i am no
expert on these thing i think it is some sort of resonant cavity for either
transmitting or reciving radio 
signals, it is dated 1968 which would maks sense as this was a reasonably
common way t pick up short wave radio, i am sure there are some HAM radio
people on the 
list who can give you a more complete explaination, if you are just
starting in coiling i reccomend getting your self a mmc using the geek
group caps as you are farmore 
likely to have a safe and enjoyable first time expeience that way
