first question is easy  go with the 15/30(more power = longer sparks) 
next question depends on your cap size...which secondary will tune with  your
primary and the cap?     
  I think you would do better using the 28 g and a single string. this would
tune at about 10 2/3 turns using a 4 by 16 toroid.  But you can tune it using
both strings at just about 7 2/3 turns.( these are approximations because I
don't have the exact turns/in of 28g on hand) 
  Using the 24g and only one cap string, you would tune a a hair over 6 turns. 
this might prove difficult for you to find the sweet spot
