Perhaps a sensor based on the Faraday rotation... I believe (but am not
sure) that this is purely a magnetic field effect. Even if there is a
confounding E field effect, it should be well characterized.  Think of a
block of lead glass in between the capacitor plates (so the sensor IS the
dielectric), a laser and polarization sensors...
