you must be a masochist... In short, yes, you could build your own tubes
(after all, Lee DeForest did it...), however, I suspect that the performance
would be poor, and given that you probably don't have (inexpensive) access
to all the nifty stuff that makes for efficient tubes (thoriated cathodes
with just the right trace elements.., pyrolytic carbon for the anodes,
really fine wire for the grids...)

However, if you are bold... you might want to contemplate building HV
rectifiers (as in, 200 kV...).  Lots of those early HV DC power supplies
basically ran in a vacuum tank (for insulation) and had the rectifiers (as
in a voltage multiplier configuration) just "hanging out in the wind")..

There used to be a company that actually sold a kit for making your own
triodes, etc....
