The 2.1KV transformers should probably go on the outside(top) because they
may have better isolation, but there shouldn't be any problem running them
on the inside or mixed and matched for just a 4 pack.

The high voltage lead from the inside MOTs goes to the core/core tap of the
next transformer in line.  Doesn't matter if it connects directly to the
wire or the core, it will accomplish the same thing.  Now if you were making
a 6 pack, the outer most transformers would have this core tap removed and
they would be placed under oil

Someday someone will find a place big enough to hold an N. Eastern US
teslathon close enough for people in PA, NJ, NY, and New England.
