All contest entries must measure and report their NST short circuit 
current.  Two very easy methods are given on the contest rules page, 
http://www.laushaus-dot-com/tesla/minicoilcontest/index.htm.  It may not be 
assumed that removing some number of shunt plates will result in any 
particular resulting current.
