You need to construct a series reactor to handle the current control and
then use a variac for the voltage control.

You need two "C cores"  with a 0.100 spacing between the "C.s".  You can use
Nomex (preferred) or plastic.  With a 0.100 spacing you need approx 120 to
130 turns of #10 AWG enameled magnet wire for the winding.  Use Nomex to
insulate between the core and the magnet wire.  Also use Nomex interlayer as
you will have approx 2.5 layers.

You can also use an old welder was a current controller and this allows you
to vary the current value while the unit is operating.
