How about simply limiting input current with a fuse.  If you have 120VAC
and say a 1 amp fuse, your limit is set right there regardless of
everything else.  May want to specify and exact brand and type of fuse, but
fuses are cheap and easy to send to anyone anywhere.  With a hard 1 Arms
current limit and specified input voltage, everyone from a small OBIT to a
15kVA pig should be on the same ground.  Also, everyone can use their
present coils too.  Easy to add just a fuse and go for it!  Could have a 10
amp and 100 amp class too ;-)

Just a thought.
