Ffor the non-conductive displacer, how about using an inflatable air-filled
balloon; for more capacitance inflate the balloon to displace more liquid
for less, deflate the balloon.
A small compressor -possibly a tyre pump- and an air-release valve could be
used to control the pressure.

However  might not "live-tuning" still be a problem with salt-water
capacitors  due to the short-term adherence of the solution to the container
wall increasing the plate size (and hence capacitance) above the desired
value whenever a reduction in capacitance was required?
