Ken: A general answer is  NO. The wire in a 400 Hz unit is much less than a
60 Hz transformer so the reactance of the coil is much to low for 60 Hz use.
The primary reason for 400Hz use on aircraft is to reduce weight and size.
There are some exceptions. Some transformers are made special for 50/1600 Hz
use but these are not common. In general you can go up in frequency not
down. a 50 Hz transformer works up to 1600 Hz, but a 60 Hz transformer will
over heat on 50 Hz.
