High voltage dividers are basically multi-stacked high voltage resistors in
a divider configuration but also include a number of capacitors and such as
well.  It should be fairly easy to build your own divider (especially if you
just want to look at your primary) although you may have to build a more
elaborate network divider to properly capture high frequency and pulse
waveforms.

If you are interested in a current transformer, I could sell you one.  I
have a few large ones if anyone is interested.  Basically its 1V per Amp and
it terminated to a 50 ohm.  I'll sell these for $30.00 apiece if you are
interested.
