Maybe, maybe not.. depends on where the hydrant is, and what it's connected
to.  Aside from their electrical properties, bear in mind that there are
government agencies who feel very proprietary about those things, and they
tend to get "tetchy" when you do things that might get in the way of keeping
your house from burning to the ground.
