Perhaps it's not buying pole transformers, per se, but finding a vendor
willing to sell qty one, used, at a low price, and hassle with shipping.
Most utilities buy these by the truckload.  There's also the "new" vs
"used"..

Any number of companies will be happy to sell you a brand new transformer in
any configuration you care to name. Peter Dahl, in Texas, is a company
specializing in custome medium voltage transformers (particularly
replacement plate transformers for big tube transmitters). Mind you, he gets
a bit grumpy about "unreasonable requests from tesla coilers" wanting
scrap/used pole pig prices for custom work.

If you're willing to spend $1K, I'll bet you can get any transformer you
want.
